Certificate of OpenEEmeter Compliance
In the past, meter-based savings could be calculated following the broad guidelines of IPMVP, Option C. Because these and other existing guidelines leave substantial room for interpretation and therefore variance in results, OpenEEmeter was developed to ensure that energy savings calculations followed a specific, agreed upon methodology.
The OpenEEmeter Methods define a broad set of requirement, from defining data quality and data sufficiency to the particular form of the regression model that generates the counterfactual, to the methods for aggregating uncertainty within a portfolio.
In order to assert that results comply with the OpenEEmeter Methods, it is necessary that entities verify that OpenEEmeter requirements were met on a site basis through Certificate of OpenEEmeter Compliance. Certificates are auditable self attestations, and should not be confused with a third party certification.
Each of the OpenEEmeter Methods Requirements must be actively verified either through an output from the open-source EEmeter and EEweather or through transparent unit tests with resulting values. Results must be tracked on a site basis and available for verification and review by all parties.
The following list specifies the required site level verification necessary to demonstrate OpenEEmeter Compliance and provide a Certificate of OpenEEmeter Compliance. The guide differentiates between those requirements that may be verified through the open-source EEmeter and EEweather (if in use) and those that are must be verified through additional compliance tests.
